RoHS: Government Lie On Radio!!!!

In a telephone call last night a friend of mine told me that Jeremy Vine, BBC Radio 2 Prime-Time presenter, held an interview with a Department of Trade and Industry representative on his mid-day show.
The DTI representative publicly said that RoHS allows 0.1% Lead or other alleged hazardous substances in electronic equipment.
To me THAT IS A DOWNRIGHT LIE and makes my blood boil wanting to seek revenge on what are turning out to be (IMO) a very nasty bunch of power wielding politicians.
If it were the case that 0.1% was allowed, I would not be slaving away 20 hours out of 24 - I would not be wasting thousands of pounds of money we have not earned yet!
I would simply order a few thousand non-RoHS components to go in really sensitive areas of our circuits and be smiling.
But that IS NOT THE CASE!!!!
Take one of our products, the Era Gold V. It weighs 1 kilo (excluding remote power supply). 0.1% would allow 1 gram of non-RoHS material. So I could make all the components on the board contain Lead, and still have room for more Lead. I could use HASL PCB's (hot air solder leveled) with Lead in them. I would not have to redevelop a thing - I'd not have a worry in the world - all I'd have to do is use Lead-free solder to assemble it.
The directive states that the allowance for alleged hazardous substances is 0.1% in each HOMOGENEOUS item - that does NOT mean 0.1% of the product!!! The DTI rep has seriously misled the public and done the GLOBAL electronics industry a great disservice!
An HOMOGENEOUS item is for example the coating on a piece of wire. Look at an IC Chip. It has a number of connecting pins. Each pin has a protective coating. That protective coating can be separated from the pin, and is therefore an homogeneous item!
That coating can contain up to 0.1% hazardous substances - same goes for the other components, pcb, etc.
If you then look at the casing which is aluminium and weighs 850 grams and contains no hazardous substances; look at the pcb which is mainly fibreglass, and keep whittling it down, you find that the equivalent percentage of allowed hazardous substances is more like 0.001% AND NOT 0.1%!!!!!!!!!!!!!!!!!
This DTI rep, whether intentional or not is making the industries protests look stupid, or was that the intention?
I do not trust politicians - no, not just UK politicians, but ALL politicians. They are turning out to be very nasty manipulative (elected) dictators.
