Back in the "old days" when the 741 Op Amp ruled the world and before large scale integration we would make universal nixie boards that could be used for decade counters or with a suitable time base and the right dividers clocks or timers.Stadard TTL logic chips The U.S.A. standard 60 hz mains made this a cake walk since each "pulse" would be the seconds,60 seconds an hour,etc. but real accuracy requires a crystal time base. enough content here for the serious DIYer to whip up their own version www.swtpc.com/mholley/PopularElectronics/Popular_Electronics.htmcool stuff
