IF the in-ears seal well, the ear canal acts as a compression chamber and they CAN have flat response to very low frequencies. Any leaks and the response suffers greatly!
The biggest problem is that in real music, low frequencies move your body and ear drums. Headphones just can't do that without a subwoofer.
